Notice is hereby given that the Yosemite Area Regional Transportation System (YARTS) has released project number RFP20171120YARTS – YARTS Transit Service Operator, Bus Maintenance, and Bus Fuel Provider.

YARTS is seeking proposals from a qualified contractor to provide supervision, technical, personnel and operating services, transit vehicles, vehicle maintenance, and fuel necessary for the daily operation of YARTS. The primary goal of YARTS acquiring such services is to provide the region with the advantages of quality transit services that offer an alternative to driving in the Yosemite region.

Proposers are responsible for making certain their proposal documentation is complete and is received by YARTS on or before the closing deadline. YARTS is not liable for any costs incurred by proposers in responding to the RFP. YARTS reserves the right to accept or reject any and all proposals or to cancel this solicitation at its discretion. Requests for changes or clarifications must be submitted in writing by the deadline indicated in the RFP. Any alterations to the RFP will be made by written addenda only.

A pre-proposal conference will be held at the MCAG office on January 9, 2018 at 1:30 PM, PST. Those wishing to attend must RSVP via email to by January 5, 2018.

The deadline to ask questions is 12:00 PM, PST, January 19, 2018. Proposals are due by 12:00 PM, PST, March 2, 2018.

Proposals shall be mailed or delivered to: Merced County Association of Governments, Attn: Alicia Ochoa-Jones, Purchasing and Contracts Manager, 369 W. 18th Street, Merced, CA 95340.

In accordance with the Civil Rights Act of 1964, Proposers are hereby notified that Disadvantaged Business Enterprises (DBE) are encouraged to submit proposals and will be afforded full opportunity to submit and participate in this solicitation. The DBE contract goal for this procurement is zero percent (0%).

This project is funded in part by the Federal Transit Administration and therefore, Proposers are hereby bound by all applicable federal laws, regulations, and certifications.

Communications from Proposers shall be submitted in writing to Alicia Ochoa-Jones, Purchasing and Contracts Manager, for this procurement. Except as set forth herein, there shall be no other communication with any other YARTS or MCAG employees or consultants with respect to the proposal documents or project.
