The Merced County Association of Governments (MCAG), a California Joint Powers Authority, is seeking quotes for the 2022 Measure V Annual Report in accordance with the Requirements specified herein. Please carefully read and follow the instructions provided making certain the quote is complete and is received by MCAG on or before the closing deadline.
1. PURPOSE AND BASIS OF AWARD
MCAG invites the submission of quotes from companies to provide a print-ready electronic file of both English and Spanish versions of the 2022 Measure V Annual report titled ‘On the moVe’. This document will celebrate the 5th anniversary of Measure V, the local half-cent transportation sales tax in Merced County and showcase the projects and positive impacts it has had throughout the Merced County region since April 2017.
MCAG intends to use the results of this informal solicitation make one (1) award to the responsive, responsible, and lowest price quoter as soon as administratively possible.
2. PROJECT DURATION
MCAG will issue a Purchase Order to the selected vendor/awardee for the work as soon as administratively possible.
MCAG must be in receipt of an electronic file of the English version of the report by: Friday, March 11, 2022.
MCAG must be in receipt of an electronic file of the Spanish version of the report by: Friday, March 18, 2022.
Or, if providing print services as well, MCAG must be in receipt of all printed reports by Friday, April 1, 2022.
3. TECHNICAL REQUIREMENTS/WORK PRODUCT
The electronic file shall produce a hard copy that is a bound, 6-inch x 9- inch, 8-16 page color document. The report will include the development of graphics and infographics using data provided by MCAG. The MCAG, On the moVe, and Measure V logos will be provided by MCAG and must be included in the design. MCAG will provide the selected vendor with most copy, images, and data points to be included in the report. Some assistance with copy and editing may be required of the selected vendor. Vendor shall provide creative graphic design services including custom vector graphics, page layout, and possible photo editing.
Selected vendor must provide MCAG a proofing/approval process prior to production. Selected vendor shall regularly check in with MCAG project staff, including the sharing of files, as the project progresses through the use of file sharing programs (ex. Drop Box).
For quotes that include printing services, please provide cost estimates for the 6-inch x 9-inch, color document printed with front and back covers on 10-12 point matte cardstock with inside pages printed on 70-80 lb. paper uncoated.
For quotes that include Spanish language translation services, please describe your ability to provide translation as well as the additional cost for these services.
4. COST OF ITEMS/WORK
At a minimum, quotes shall provide the cost of a print-ready, 6-inch x 9-inch electronic file of both English and Spanish versions of the 2022 Measure V Annual report titled ‘On the moVe’.
OPTIONAL ADD-ON SERVICES:
Option 1: Provide cost for the printing of the document. Include cost of 1,000 copies of the English report and 300 copies of the Spanish version of the report. Cost should incorporate the following print specifications: 6-inch x 9-inch size bound booklet with the front and back covers printed on 10–12-point matte cardstock with inside pages printed on 70-80 lb. paper uncoated.
Option 2: Provide cost of translation services for the Spanish language version of the report.
5. QUOTE SUBMISSION
A review will be conducted with the intent of identifying the successful quoter. Any quote which fails to meet the submission requirements, or for which a fixed dollar amount cannot be precisely determined, may be considered non-responsive and may be rejected.
7. RIGHT TO REJECT QUOTES/WAIVER OF IRREGULARITIES
MCAG reserves the right to reject any or all quotes or any part thereof, to waive any informalities or minor irregularities in the quotes, and to make an award on the basis of suitability, quality of products to be provided, and ability to perform within the project duration.
8. PROTEST PROCEDURES
All protests shall reference the name and solicitation reference number of the procurement in question. Within five (5) business days of the contract being awarded, a bidder or proposer may file a protest. The protest must: (1) be in writing; (2) be signed and dated by the bidder/proposer or someone legally entitled to act on his or her behalf; and (3) include a detailed statement of the reason for the protest and all facts and documentation supporting the bidder or proposer’s position, including any legal authorities or argument.
Provided that the protest is filed in strict conformity with the foregoing, MCAG’s Executive Director or her designee shall issue a written statement concurring with or denying the protest. The decision of MCAG’s Executive Director shall be final and not subject to appeal or reconsideration.
Use of the above procedures shall be a condition precedent to the institution of any legal or equitable proceedings relative to the bid or proposal. In the event that any such legal or equitable proceedings are instituted and MCAG is named as a party thereto, the prevailing party(ies) shall be entitled to recover all attorney’s fees and costs incurred in connection with the proceeding.
