Notice is hereby given that the Merced County Association of Governments (MCAG) has released project number RFP20230913MCAG – Consultant to Conduct Transportation Development Act Triennial Performance Audits. MCAG is seeking proposals from qualified consultants to conduct Transportation Development Act (TDA) Triennial Performance Audits (TPAs) (under PUC Section 99246) of the Merced County Association of Governments and the two public transit operators in Merced County: The Transit Joint Powers Authority of Merced County (TJPAMC, also known as “The Bus”) and the Yosemite Area Regional Transit System (YARTS).

Proposers are responsible for making certain their proposal documentation is complete and is received by MCAG on or before the closing deadline. MCAG is not liable for any costs incurred by proposers in responding to the RFP. MCAG reserves the right to accept or reject any and all proposals or to cancel this solicitation at its discretion. Requests for changes or clarifications must be submitted in writing by the deadline indicated in the RFP. Any alterations to the RFP will be made by written addenda only.
In compliance with Title 49 CFR Part 26, Disadvantaged Business Enterprise’s (DBE) are encouraged to submit proposals and will be afforded full opportunity to submit and participate in this solicitation, both as primes and subconsultants. Note that the resulting contract from this solicitation has no specific DBE goal or requirement, therefore prospective proposers will not be required to submit good faith efforts.
Communications from proposers shall be submitted in writing (email) to Alexandra Arroyo, Procurement Specialist, for this procurement. Except as set forth herein, there shall be no other communication with any other MCAG employees or consultants with respect to the proposal documents or project.
